Illinois Class C Exam Requirements To operate vehicles transporting placarded amounts of hazardous materials, or vehicles designed to transport more than 15 persons including the driver with a Gross Vehicle Weight Rating of less than 26,001 lbs, then a Illinois Class C CDL is needed. When do you need a Class C CDL in Illinois? It is needed to drive vehicles that transport 16 or more passengers, including the driver, and for some smaller vehicles that haul hazardous materials. The Class C CDL applies to vehicles not covered by Classes A or B. Group C (Small Vehicle) CDL License A Class C CDL license is meant to cover any single vehicle, or mixture of vehicles, that doesn’t meet the Group A or Group B definitions, but that either is designed to move 16 or more passengers (including the driver), or is meant to transport Hazardous Materials (HazMat).
